This November, Fort Collins voters have the chance to shape the future of the Hughes property in west Fort Collins—a decision that will benefit our community for generations. The proposal includes natural areas, recreation, and a wildlife rehabilitation, nature, and education center, as well as up to 35 acres dedicated to a vibrant community bike park. Bike Fort Collins is proud to partner with Overland Mountain Biking Association, the Rocky Mountain Raptor Program, Bird Conservancy of the Rockies, and others in support of this vision through the Hughes for Everyone campaign.

The Fort Collins City Council voted 6–1 to place Resolution 2025-082 on the ballot, based on recommendations from the Hughes Civic Assembly. This balanced plan reflects years of public input, including the voices of Indigenous community members who advocated for honoring the original stewards of the land through interpretive spaces and gathering places.
The multi-use plan for the 165-acre property brings together:
- ~40% (60 acres) as Natural Area to protect wildlife and restore habitat
- ~20% (30 acres) for environmental education, wildlife conservation, and rehabilitation
- ~20% (40 acres) for parks and recreation, including cultural activities, sledding, and disc golf
- ~20% (35 acres) for a community bike park promoting active, healthy living
- Multi-use trails connecting throughout the property
A competing ballot measure proposes a far more restrictive use, eliminating recreational activities like sledding, disc golf, and a bike park, while blocking the collaborative Wildlife Rehabilitation, Nature, and Education Center. It would also divert at least $14 million from the City’s Natural Areas budget, limiting its ability to protect future properties.

The multi-use approach honors the original 2021 ballot measure that prevented housing development at Hughes and secured the land for parks, natural areas, wildlife rescue, and recreation. It ensures this once-in-a-lifetime community space remains inclusive, accessible, and beneficial for all.
Here’s how you can help:

If voters approve the multi-use plan, Fort Collins will finally gain a community bike park—backed by a renewal of the CCIP that allocates $5 million toward its development. A thoughtfully designed 165-acre space with trails, open space, a bike park, disc golf, and nature education will become a true crown jewel for our community.
